The Union Minister for Home Amit Shah laid the foundation stone of Guwahati campus of National Forensic Science University (NFSU) in Assam. 

Shah also launched the web portal 'Assam Police Seva Setu' to make the services of Assam Police more easy and transparent for the people and Dr. J.J. He released the book written by M. Vyas. Several dignitaries including the Chief Minister of Assam, Himanta Biswa Sarma were present on the occasion of the foundation stone laying ceremony of NFSU.

In his address, Amit Shah said it is a golden day for the criminal justice system of Assam as well as the entire North-East, because today the world's 11th and country's 10th NFSU center has been established in Guwahati. . He said that the State Government has given 50 acres of land for this Forensic Science University. Under the leadership of Prime Minister Shri Narendra Modi, the central government will spend about 500 crore rupees on this NFSU and make arrangements for education of graduation and post graduation for 3 thousand to 5 thousand students. 

Shah said that with the groundbreaking ceremony of National Forensic Science University (NFSU) here today and the commencement of its temporary campus, the children of entire North East will come to Delhi, Gujarat, Gujarat to get education in the field of Forensic Science. You will not have to go to metropolitan cities like Mumbai. He said that the only specialized forensic science university in the world is located in India. 

Rhe CRPC and Evidence Act is going to make radical changes in all the three. Its basic objective is to change these three laws prepared during the British period according to the spirit of our constitution and to increase the conviction rate of our country. He said that the government is going to make the visit of forensic experts mandatory in all crimes with punishment of more than 6 years. This is going to create job opportunities for forensic science students in the country. He said that there is a worldwide demand for forensic experts in this emerging field of forensic science. The National Forensic Science University, started from Gujarat, is the only NFSU in the world to prepare exclusive courses in the field of forensic science and convert all dimensions of forensic science into courses.

Amit Shah added that NFSU will benefit North-East as well as many countries along the country's eastern border like Bangladesh, Bhutan, Myanmar, Nepal, Indonesia. He said that the National Forensic Science University is working to provide online and offline training to the police and judicial process there as well as to the officers of international private industries by entering into MOUs with many countries. Police officers and forensic scientists from more than 70 countries have received training from NFSU. NFSU is discharging it by signing more than 170 agreements with various national and international organizations. 

He further said that Guwahati NFSU is a complete university in itself. This includes cyber security, digital forensics, artificial intelligence, DNA forensics, food forensics, Along with courses like environmental forensics and agricultural forensics, arrangements will be made up to double graduation. He said that from this academic year itself, 5 academic courses are being started by five faculty, which will be further expanded to 40 different courses and this unit will be converted into a complete unit.

Speaking further he mentioned that the process of total policing is divided into three parts - maintaining law and order, investigating crime and getting the guilty punished by judicial investigation of the crime. He said that forensic science is very important in these three processes at present. Police will be able to investigate crime without resorting to third degree by using scientific methods like different disciplines of forensic science like psychological profile, fingerprints etc. On the other hand, in the event of the witness turning hostile, the court can sentence the guilty on the basis of the charge sheet prepared by the police after the visit of the forensic expert.

Shah said that the conviction rate in Assam has increased from 5% to 14% which is a good progress but the state should aim to take the conviction rate above 85% which cannot happen without forensic science . Shri Shah thanked the Chief Minister of Assam Shri Himanta Biswa Sarma ji for his proactive role in opening the 11th campus of National Forensic Science University in Assam.

According to the HM, the conviction rate in the country is 50%, which is 62% in Canada, 93% in Israel, 90% in England and America. He said that with the help of Forensic Science University, the country has to move forward in the direction of increasing the conviction rate. Shri Shah said that through NFSU, a strict example can be set in the society by punishing the habitual criminals in the country, so that the trend of punishment can be controlled. He said that our goal in the direction of criminal justice is very clear that we have to take the conviction rate ahead of the rate of developed countries, that is why the Government of India under the leadership of Modi ji is weaving a network of National Forensic Science Universities across the country. 

He added that a four-pronged strategy has been chalked out to increase the conviction rate in Assam. In this, strengthening the infrastructure of forensics, upgrading and modernizing the state level forensic labs, building regional forensic labs, keeping the mobile forensic laboratory running at the crime scene and collecting evidence at the district level, manpower of forensic experts. preparation is included. He said that it is the work of the State Government and the Central Government to strengthen the forensic infrastructure and to provide manpower of forensic experts. National Forensic Science University has the task of increasing research and development and bringing the latest technology from around the world to the country. 

NFSU is continuously studying the changes taking place in forensic science around the world and by arranging R&D to advance our country's forensic science in the world, the children of the country will be able to move forward in this field. Is working to inspire. He said that NFSU has established Asia's only Ballistic Research Center Testing Range, Center of Excellence in DNA Forensic Science and International Humanitarian Forensic Center. Drone Forensic Center and Center of Excellence in Psychological Forensics have also been established by NFSU.
