The Punjab Police arrested three police officials including a superintendent of police in the alleged custodial torture of an advocate and another man in Muktsar district of Punjab. The advocate and another man who were arrested alleged that they were tortured in police custody, raped and unnatural sex was done with them. 

The arrested include Muktsar SP (Investigation) Ramandeep Singh Bhullar, CIA-incharge Inspector Raman Kumar Kamboj, and Head Constable Harbans Singh. The others who were booked include Constables Bhupinder Singh, and Gurpreet Singh, and home guard Dara Singh.

The Punjab Police shunted out Muktsar SSP Harmanbir Singh Gill, and DIG (Faridkot range) Ajay Maluja. Gill was replaced by 2013-batch IPS officer, Bhagirath Singh Meena, Maluja was replaced by 2001-batch IPS officer, Gursharan Singh Sandhu.

Meena will be posted as the AIG (personnel) of Punjab, while Sandhu will be posted as IGP, Bureau of Intelligence, Punjab , as well as hold charge of IGP provisioning Punjab, the official order issued by Punjab Home Department stated. 

ThePunjab Police have also formed a Special Investigation Team (SIT) which would be led by Ludhiana Police Commissioner Mandeep Singh Sidhu with members- DCP (detective), Ludhiana, Harmeet Singh Hundal, Additional DCP-2 , Ludhiana Sohali Qasim, and SP (investigation), Sangrur, Palwinder Singh Cheema, as members. The SIT will be supervised by Additional DGP (Intelligence) Jaskaran Singh.

Meanwhile, the police relased the advocate and also submitted report in the court regarding cancellation of the FIR on him. The advocate had filed a complaint of torture and when he was sent for medical examination, he had around 18 injury marks on his body. He and other another man were arrested by police on September 15 on accusation of mistreating a police party that arrsted them in NDPC Act.
