Delhi Police register FIR in alleged inflammatory speech during march for 'Colonial Laws and Make Uniform Laws'

Delhi Police filed an FIR in connection with a video that allegedly showed inflammatory slogans being raised during an event on July 8.

The communal slogans were chanted at Jantar Mantar during a march for 'Colonial Laws and Make Uniform Laws' organised by Supreme Court lawyer and former spokesperson of the Delhi BJP, Ashwini Upadhyay.

The FIR has been filed against unknown persons at the Connaught Place police station. 

The videos purportedly shot at the event allegedly show protesters shouting slogans threatening a community. 

'Bharat Jodo (Unite India) Movement' was the banner under which Upadhyay advocated the march. He had filed a PIL in the Supreme Court in July against the Indian Penal Code, requesting a judicial panel or body of experts to draft an 'all-encompassing', 'strict' penal code to ensure that the rule of law and equality are protected.

The Delhi Police however said that they had turned down the request to hold the event after informing the organisers of Department Of Delhi Disaster Management Authority (DDMA) guidelines (which prohibit gatherings as per the COVID-19 protocol), and later they learnt that Ashwini Upadhyay was seeking an indoor venue. 

There were police arrangements in place and they were expecting around 50 people to come; however, suddenly many people began to gather in small groups. 

Ashwini Upadhyay has filed a written complaint with the Delhi Police, seeking to confirm the authenticity of the video. 

The reports suggested that sloganeers are visible in the videos however Delhi police has registered a case against unknown persons and booked them under Sections 153A (promoting enmity between different groups) and 188 (disobedience to order duly promulgated by public servant) of the Indian Penal Code and Section 51 of the Delhi Disaster Management Authority Act for violating Covid-19 protocol.

The police added that the videos are being scrutinized after which the police will decide the action.
