Delhi EOW arrests a conman who duped people as official of Ministry of Health and facilitator of transporting COVID vaccines

The present accused Umesh Batra used to impersonate himself as officer of Ministry of Health and used to sit in conference room and calls transporters at the ministry's office impersonating as an official

The Delhi Economic Offences Wing arrested a conman who impersonated as official of Ministry of Health and facilitator of COVID vaccines. 

The accused was identified as Umesh Batra (49). The present accused Umesh Batra used to impersonate himself as officer of Ministry of Health and used to sit in conference room. He was roped in by accused Prafulla Kumar Nayak. He alongwith accused Prafulla Kumar Nayak and Pawan Kumar Rai was absconding. 

During the course of investigation, five accused persons namely Harmenn Sabherwal, Govind Tulshyan, Diprana Tiwari, Trilok Singh and Mrityunjoy Roy were  arrested by EOW during August-September 2022.

The EOW had received complaints from Sunil Kaushik and others that they had been duped of Rs 3-4 crores on pretext of providing work order for transportation of Covid vaccines. In all complaints,  the complainants described the same modus operandi and leveled allegations against common accused persons. 

They claimed that they were made to sit inside the conference room of the Ministry of Health and Family Welfare in order to execute the work order for transportation of Covid vaccines, which were later on found to be fake,officials added.

The EOW's investigation revealed that in May 2021, Batra came in the contact of complainants and offered that they could manage the work order from the Ministry of Health and Family Welfare for transportation of Covid vaccines. To gain the trust of the complainants, they brought the victims to the Ministry of Health and Family Welfare, which is located inside the premises of Niman Bhavan. Accused persons impersonated themselves as officers of Ministry and obtained signatures of the complainants on forged work orders. In lieu of such forged work orders, they received Rs 15 crore from the complainants

The EOW scanned bank accounts and other details, which revealed that there was huge cash deposit in the bank accounts of the alleged persons.

Umesh Batra was absconding from his home and continuously raids and searches were being conducted to trace and arrest the accused. As he was absconding from his arrest, proclamation u/s-82 Crpc was issued against him by the Court . 

MESSAGE FOR PUBLIC AWARENESS:-

Do not fall into trap of getting tenders and work orders from government. Always verify the scheme and policies of government on the appropriate portal and forums. Always do verification independently and invest your hard earned money only after proper due diligence. Never invest in lucrative schemes of fraudsters giving false commitments to invite your attention in tenders and work orders claimed to be from Government offices. Always read carefully all the documents before execution and also take advice of your legal counsel to avoid being cheated.
